Because all ex-Soviet republics are the same

The Age's story today on Turkmenistan finally getting (ridiculously slow) internet access, is headlined:
Internet access to make benefit glorious nation of Turkmenistan

Sacha Baron Cohen's 2006 film has nothing to do with the story, and Turkmenistan is a completely different country*, and the press release being adapted didn't even contain any amusingly bodgy English to justify the reference - so what the hell was the subeditor on about? Instead of referring to the only thing we falsely know about Kazakhstan, why couldn't he or she have used one of the things for which Turkmenistan is justly famous?**

On the plus side, the phone company involved, "Turkmentelekom", seems to have the word "mental" in the middle of its name - which in its pejorative sense seems oddly appropriate.

*In some respects, presumably.
**It rhymes with... nah, I've got nothing.
